2G/3G Switch-Off: How Does it Impact Lone Worker Devices?

The UK is in the process of phasing out its older 2G and 3G mobile networks, a move that is set to impact a variety of devices, including those used by lone workers for safety and communication. This transition is part of a broader industry push to free up spectrum for faster and more efficient 4G and 5G services.

Timeline of Network Changes

The switch-off is not a single, nationwide event but a staggered process driven by different network providers. While the UK government has set a target for all 2G services to be phased out by 2033, some operators are moving faster.

  • 3G Switch-Off: Vodafone, EE and Three completed their 3G shutdowns in 2024. Virgin Media O2 is currently phasing out 3G, with full decommissioning expected by December 2025.
  • 2G Sunset: While 2G networks will remain active until 2033, timing varies by operator. For instance, Virgin Media O2 plans to begin phasing out 2G from 2025, aiming for closure by around 2028. Others, like Vodafone, are likely to maintain 2G for longer, closer to the 2033 deadline. Notably, inbound roaming on O2’s 2G network will be withdrawn from 1 October 2025. Coverage for lone worker devices will not be compromised and our service will continue to run on the remaining 2G networks.

This variability means that organisations must stay informed about the timelines of their specific network providers to ensure service continuity.

Impact on Lone Worker Devices

For lone worker devices, the network switch-off presents a critical operational challenge. Many existing devices rely on 2G for their core functionality, as this network offers a stable and reliable signal.

Many providers, including Peoplesafe, have addressed this transition by ensuring their devices are future-proof. While some of the devices use 2G, newer 4G-enabled solutions have been developed.

What Organisations Should Do Now

2G devices remain a viable and cost-effective option for the foreseeable future but businesses should proactively assess their current lone worker technology and begin planning for eventual transition. Key steps include:

  1. Audit existing devices: Determine which devices are 2G-only or already 4G compatible. Check what SIMs are used (single-network vs multi-network roaming).
  2. Talk to your provider: Confirm what your options are for 4G replacements.
  3. Budget accordingly: Factor in both device replacement costs and potential increased costs (e.g. more expensive devices).
  4. Plan for phased upgrades: Prioritise critical devices (those used in high-risk or isolated work) and deploy 4G devices where possible.
  5. Monitor network and operator announcements: Since different operators have different timelines and policies (especially around roaming, inbound services, etc.), keep an eye on notices from Virgin Media O2, EE, Vodafone, Three, etc.

While 2G networks continue to offer reliable coverage, particularly in rural areas, 4G technology provides several advantages for lone worker applications:
