Under the Employment Rights Act 2025, employer duty of care now extends beyond colleague behaviour to include harassment, abuse, or threatening behaviour from customers, clients, patients, and members of the public.

UK employers are now legally required to take all reasonable steps to prevent third-party harassment and ensure the personal safety of lone, remote, and public-facing workers. The legal test is not whether an organisation responded appropriately after an incident, but whether reasonable preventative measures were already in place.
